If Rio want it, they're going to have to declare intentions before Christmas IMO.
I expect EXT will have used the time waiting for the mining license to draw up all the contracts and all many of them will require to be set in stone, is a signature. That could happen this week if EXT choose to do so.
It won't matter to the other suitors if these contracts are signed, but it could certainly scotch Rio's synergy plans.
