No, I suspect an agenda, Lynas NdPr is just too important to Japanese manufacture.
RE fly under the radar, until you get downstream, Lynas business insignificant, until you get to the industries it enables.
Not a stretch to suggest a very large portion ROW EV dependent Lynas NdPr/Jap NdFeB, why should the Dragon share?
