Exxaro has IMO been trying to secure all or nearly all of the access to the rail and port. This is not about fees and charges to use those facilities rather it is about securing as much tonnage as possible to justify a spend north of 500 million dollars. If they can't get 10mtpa then the return on 500 mill is not good. Govt wouldn't give them what they wanted due open access policy. I am excited by this development. There are locos no longer needed, IO containers, mine operators and so forth who have set up infrastructure and plant for this project who will be looking for alternatives. I suspect we are close to seeing the PFS and hopefully the convention sometime in July. Exxaro hurried this and are now paying the price. Never even bothered to do a PFS. Just dumb stuff.
