How do empower someone to make a difference in their life if they are encouraged to blame someone else for their lot.
I don’t think you can.
They are held hostage to the blame game and you build resentment elsewhere in the community.
The original intent may have been well thought out to hammer the bigots and encourage inclusion but I question if that is still the appropriate response today.
Concentrate on education, job opportunities and alcohol abuse maybe a better way forward.
