Have your action group chase up a copy of the Tasmanian anti-hooning legislation - I hear it's pretty good - and present it to the plods & pollies in your area.
Might take a bit of lobbying but may be the only long-term effective measure.
The prospect of having their pride & joy hoonwaggons impounded for 3 months (first offence) and forfeited (2nd offence) will soon start to take effect.
