Yes, that is true that a ML can be applied over (or co-exist with) an EL as per DMIRS - given my limited knowledge in relation to mining tenements (perhaps someone can fill us in); what I find disturbing is that there is a likelihood (not saying it will) the party that holds the EL may plan to drill and mine the area and coincidentally LTR's infrastructure is in the way (i.e. Road, water facility, power lines, etc) - would the two have to come to an agreement? or was that FMG's intention and perhaps BHP's (see below) from the start with these ELs.
