I am sorry to say you even don't know what you are talking about and how to make the comparison because you are comparing apples to oranges.
INR's resource is a boron with very little lithium.
It's has a Li grade of 1,740 ppm. (it is only 0.174%)
We convert it to Li2O with conversion factor of 1.152
1,740ppm x 2.152 = 3,745ppm Li2O which makes only 0.37% Li20.
That means INR has 0.37% Li2O.
The 0,9% grade you are talking about is the garde of Lithium carbonate after processing.
RIO has the same type od ore in Jadar in Serbia but still can't start the project. They are now looking to buy a lithium project in Australia, as you may know most probably KDR.
Turkey hold 72% of those type of world resources and they don't extract any lithium out of that ore as it's not economical yet.
