that's was what i was trying to allude to last week..

when these dark pools trade - they stop the retailer trade activities & the retailer is probably thinking why it ain't moving
but underneath dark pools are working and XT are happening. ..although i am not familiar how much can these dark pool make trading within the half cent BUT i do know they don't only restrict their expensive BOTs to trading only within half a cent. Their algos will stop the action and compute ahead 5 or 10 steps much like a street traffic jamp just to see where/which direction cars are coming/going.
