You are not going to get skilled engineers working for that much, if they have to go to indo they will still get paid OZ rates plus bonuses.
Laborers are a different story if that was your point.
But you still need to build a pilot plant to test all the processes and technical aspects as well as general engineering..etc etc
It can all be done at a cost, however it makes more sense to build one eventually in SE asia near a port facility or rail facility in the LT or maybe Vietnam.
