I can only draw your attention to the financial report for the period ending 31 Dec 2012. In particular pages 3 and 4. Which on page 4 states that the transaction does require approval from the Indonesian Foreign Investment Coerdinating board.
Personally, given the region of this transaction I do not see this as being unusual.
