I don't think we can draw much from these permits other than the fact that the BC government does actually grant them.

In my mind, the only possible reason for not granting Atrum's permit would be a First Nations claim. These three companies are a very long way south of the area that the relevant First Nations tribes/bands are most interested in protecting.

Atrum have stated that GHN is 80km south of the Sacred Headwaters, and if that was not accurate, then I would have expected to hear from First Nations by now.
