    Because PLS are not signing long term off takes. Why would they when they are getting over $2000 per tonne on the spot market??
    When plant 2 restarts it will all go on the BMX platform, the other plant will serve existing off takes and the POSCO JV. There would be so much less profit in signing long term off takes im not sure why you find that so hard to understand
