Keeping the current situation in mind, what is fair valuation of POS (Assuming there is a takeover offer before plant refurbishment & no production)?

Please include all assets in your valuation plus a 30% to 40% premium. Purpose of my post to see if POS is oversold or still got to come down before becoming attractive to investors.
