being robbed is a bit hard,what if the youth sat on his backside doing nothing productive but still collect pay, is that fraud?

This is a young kid learning. People pay to go to uni to learn. In most case a young person is a liability until they learn. I know, I was first an apprentice Panel beater before getting my trade certificate and financial reward in later years.
