It's a process.
A decision is made to cancel a visa.
The visa holder appeals the decision.
The tribunal's job is to apply the law, they are judges and similar appointed by Government.
Although in some cases, (for example a persons character), there are issues to be decided on the balance of known facts.
If the Governments decision is set aside and they don't agree with the decision they can take it to the courts.
So if the tribunal's job is to apply the law as written it would be up to the Government to try and change the law, courts permitting.
Keeps the law profession in work.
