They need a White Knight, a cornerstone investor or Square as no broker is going to underwrite a capital raising over a dollar at best. The BOD needs to sell itself to the highest bidder this week and maybe that's what today's announcement is all about. Otherwise I'm mystified as to why you would make that announcement a couple of days prior to announcing the full result - I'm sure an underwriter would want the share to go into a Trading Halt until the Capital raising and the full result are announced.
