Makes perfect sense. The price is trading in a channel of demand and supply. There was a period where it upthrust above this supply line (the final part of the distribution) and has since come back into it. This evidenced by the fact each upthrust into that supply trendline has seen the stock get sold off back to the ice of this trading zone, and each upthrust has found the supply entering at a lower and lower price each time, forming a series of lower highs. Accumulations have higher highs as demand pushes the price up - this trading range has the major shareholders selling and taking a short position which is the share price is so weak.
