As you referenced , the global cities have already done this in the past 100 years or so . I can't see why Melbourne isn't going to do the same .

What is the travel time from Williamstown to the city ?

Not to sure, it's about a 15 minute train ride I think, it's about 7ks from the cbd. Best bit is the train line ends there.
