Looking at the article, I am of the same impression. But I guess what she consider as a low ball TO.
We now have Meridian at 14.7%, plus Infidel plus FarJoy.
I don't think any of the three would let it go at a low ball price; unless one of them supports a hostile TO, it'll be hard work for a predator.
