My original feeling was that the entire lease is exploration and expires by a date and declaring sections of it commercial doesn't invalidate the other areas from exploration but rather shifts the bits you declare from exploration to exploitation and Petrosen paying their way for development of those declared sections.

Don't know of any other drilling operations where they have to explore all areas before they can start to develop a field? Can you give an example?
