Capex for ISL, especially for a 'brownfield' site such as Lance, are actually extremely low compare to building full process plants.
This will be a major positive for PEN as it limits fund raising requirements for project development.
PEN's market cap is below project value of Lance, let alone the companies total resource potential, and will be re-rated accordingly.
I can't think of one negative for the Lance project. It is not without risk, however tell me one project that isn't.
