Great question 3. What the powers that be are saying is that this is a pub that gets rough after 10pm every now and then. It sounds plausible - cut it out you guys. Nothing to see here folks.
They ignore the fact that the same two or three troublemakers appear every night at 9pm and goad the locals about how retarded they are, as if for sport of for some reason undeclared. The locals, being normal and easy going, start to think maybe they are an egg short of the half dozen. But every now and then someone turns it around and says 'wait a minute. Who are you and what are you doing here.'
At that point the disrupters bleat about what a hostile and retarded bar this is and the authorities become involved. The goal of the disrupters is to shift the window of normal discourse to their side. In politics they call it the 'Overton Window'. Google it.
