Re access to subsidised health care and education. As everyone already knows, this is already the same for Aboroginal people plus employment opportunities, discounts and concessions to housing etc. I do believe this is stuff is important, if it assists those less fortunate aboriginal people in becoming integrated and productive in society (either themselves or their future generations) then it should be done. Yes some who aren't disadvantaged will take advantage however that part of all people and government iniatiatives - it's just how it is.
How does the 'settlement for their grievances' close the gap. Should past indresciations be acknowledged - sure. Should tribes/aboriginal communities recieve money without purpose for this - How does this help. Short term money buffer. Money is probably kept by individuals rather than communities. No guarantees it gets used for anything useful.
Note - I know nothing of the situations of Maori people so I'm just drawing parallels
