Do you think they are saying the Secretariat is somehow approving extensions against their own free will and just granting the extensions that they actually believe are unwarranted?! Is that not equally incongruous?
IMO the ICC secretariat is equally capable of assessing requests and would deny unwarranted extensions - they state multiple times that Arbitration should be expedient in the ICC rules.
The panel or secretariat can assess any request for delay. Would they really approve delays they thought were unecessary? Is that true?
