I understand $10-$15 to be the value of oil "in the ground".
e.g. If you have an asset of 1mill bbl in ground, then you could expect $10-15 million to be reflected in the market cap.
The difference between the quoted oil price (eg West Texas crude)and the $10-15 is taken up by production costs, royalties, amortisation of exploration costs, etc ......
but then I'm no expert in the area.
