Mobutu's "Commissariats".
Mobutu used non elected elites hand selected to run all ministries. In the 1970s and 1980s, Mobutu's government relied on a selected pool of technocrats, often referred to as the "nomenklatura". They comprised the Executive Council and led the full spectrum of Ministries, Departments or, as governmental terminology shifted, Commissariats.
