I think the Journalist said " likely" which is another way of saying they don't know but feel they need to say something anyway....right up there with " could" , "maybe", "possibly "....
Every now and then they prove to be right and we don't know what sort of schemes are being hatched behind the scenes within the JV or outside of it for the at matter.
