The norm is
Any change of ownership of the assets is a pre emptive event
But the purchase of the asset holder isn't.
IE If CNE say it going to pre empt then the only way to get into the SNE/3S mega is to takeover FAR or CNE.
As I said before WPL deal with COP IS to cute and along with the massive 2C upgrade MEANS that CNE has to exercise and so should FAR.
