The government will pass any (final) deal by not challenging it within the time period after notification - as per their contract. Note that the Senegal Government has not weighed in on the dispute itself - is this indicating that COP notification was valid in their eyes?
I would say that the government must respect the process in the JOA. If that says that in the event of a disagreement between partners in the JOA there is a 90 day mediation period followed by arbitration then they will honour that legally binding agreement IMO.
