    Bacchus, Senegal has a refinery at the port which has a 25,000 barrels per day capacity. It's expensive to run because the crude is imported from Nigeria. In addition to the refinery capacity, Senegal imports approximately 30,000 barrels per day of refined oil products. So Senegal consumes approximately 55,000 barrels per day of oil products.

    To start with, they could run a pipeline from an offshore field (connected to an FPSO) to the existing refinery. Or they could build a larger 80,000 bpd refinery.

    As a guide to cost, the 50km gas pipeline from Jubilee to shore is costing approximately $100 million. ENI has signed a 12 year contract for the charter of an 80,000 bpd FPSO for $3 billion which is approximately $8/barrel to lift it out of the ground, process and store it.

    Senegal are in the process of constructing an oil fueled power plant which is designed so as to be able to be converted to gas in the future if needed. But the contract is for the operator to supply the oil/gas, not the Senegalese.

    As a side note for Hardman people, Banda gas will be supplied to Senegal from 2016/17.

    So there are lots of ifs and buts around the pros and cons of a pipeline. It may be cheaper to ship oil from the FPSO directly to the current refinery. A pipeline may come if a decision is made to build a refinery with a larger capacity. I'm not sure they would build a gas pipeline though.
