The equivalent to your DFS is the FID (Final Investment Decision), which in not the same as the DOC. The DOC is probably a milestone in the PSC. Not familiar with the PSC here but will probably set the clock ticking for the preparation of a development plan and production, and that is probably the most significant part of it.
SNE is a long way from the FID - for a project like this will be of the order of 2 years after appraisal drilling. Most companies have a number of assurance checks in project development - concept evaluation (a range of development concepts will be evaluated), concept selection, FEED which leads to the FID. SNE is probably still in the concept evaluation phase.
At FID the Contingent Resources with be converted to Reserves (there will be equivalents to these in the JORC).
