I think that the deal could not be closed until the preemptive right timetable had expired or the preemptive parties decline, so the deal between COP and WPL would be based on what is in the agreement between COP and FAR as preemptive rights go. Yes the question is different but the answer is the same.
If the preemptive rights is 60 days then that will be the deal sealer time table. DB
