Kennet was right at the time and his exit was also about right. Same with Howard and the Libs, Hawke and Labor. Even Keating deserves credit for parts of his tenure.

Make the leaders only lead for 2 terms. Then they can go out on top if good enough. New leadership creates envigoration and new ideas. Costello should have had his chance and succeeeded or failed on his merit not Howards
