I have a fear that RIO will make a preemptive move on its neighbour to expand the Rossing mine. That would allow a quick rise but ultimately a lesser one than would have otherwise been the case.
My biblical advice to RIO is
1) Thou shalt not covet thy neighbour's land
2) Thou shalt love thy neighbour as thyself
