The fact is those four countries I mentioned have no intention of bringing in a carbon tax/ETS in the next five years and therefore our Carbon Tax is useless.

Australia emits just over 1% of the world's emissions so bringing in a carbon tax does squat for the environment. It will destroy jobs, ruin indusry, wreck our global competitive advantage and reduce our standard of living but that is all Labor is about.
