Special Person Day relates to schools and early childhood learning. It's about inclusiveness. If a child can't have dad attend school and grand-dad can what the hell. What about the kid whose father is dead. It's about having a special person in the child's life attend.
It has nothing to do with the second Sunday in September as far as I know.
