You say 20 years is ok but the same could happen in 21 years when a much bigger building goes up where the foundations maybe well below the neighbouring property.

I'm not defending one or the other and as the old say goes, for every action, there is an equal and opposite reaction and soil and foundations do funny things at times.

I would expect that if a new building is built next to an existing one the specifications should allow that no damage will be caused to others.
The news this morning was that the building is sinking, would have to expect the foundations are not on sound footings.
Makes one wonder who decides that the ground works are satisfactory.
