Maybe, further to your thoughts, FBR had known these issues and was trying to allude to that, hey we can work with imperfect slabs, and we are not here to take jobs, people still have job to perform on site...no ideal though on a bigger picture to me, they must had done this intentionally, the video can't go out without management sign off.
