2mm tolerance is very good and would obviously be easier for laying any type of flooring, problem is as Jez pointed out, how many can or more importantly WANT to put that time and effort in, the tolerance is 10mm over about 3-4m I think, it’s like asking everyone to dive 20km/h under the speed limit in your street because it suits you.
The cost would be mostly time, I usually have about a 5mm average without any real effort.
