You still not get it it was in reference to fire rating a wall. One way to achieve it is with H or double U blocks but they require perp ends to be filled so that core fill does not come out. FBR cannot lay this style of block so cannot obtain fire rating normally achieved by core filling block.that type of very common block.
Instead FBR walling system 7 years ago had to multicoat render " prototype bricks" walls both sides with special render to infill perp ends that were not glued at all and then if it was to be a structural solid core filled. A wall just got complicated and expensive to be fireproof. I have looked at other countries and not seen a fireproof system approved which is essential in multi dwelling and commercial builds.
