You can make anything structural and fireproof with enough time and money. Back to my original comment. A FBR wall with non fire rated glue and non filled perp ends cannot without further treatment be fireproof. A normal block wall can be . It is that simple. From then on it becomes a economic and practical case of how to treat FBR wall. Back in 2018 they did to then standard a rating test and we have no idea if that is valid with current blocks, glue and render treatment .

FBR have meet all requirements for their builds including the afore mentioned childcare , which require fire ratings to be compliant
