    Not sure about loan/bonds here. I believe you need to be a market cap of a certain size in order to do that. Not an expert, but there might be RULES here that prevented FBR from doing that. As an aussie, I do hold some bank shares, and I do get pings from them , from time to time about bonds. Different rules, different countries.
