Was just in passing and as you can see there are bricks stacked against their back fence making it hard to see. I may have been mistaken about it being a fully operational Hadrian as i just pulled over to grab this picture and carry on my way.
The boom was not just being transported as it was extending and retracting. Image was taken on my phone and uploaded directly here, no editing wizardry just exactly what you see here.
If I'm mistaken, my apologies. Take the photo as it is, speculate from it whatever you want.
