They stated at the AGM that they had considered assembling Hadrian onto truck over there, and they concluded it was easier to have the team and facilities all here to do it. They compared the cost of the shipping and it wasn't significant in comparison to taking a team over there for some time. They conceded that they would only lose 6 weeks to ship the units back.
