Given FBR is all bout putting up a house quicker and cheaper, maybe it can guarantee the accuracy of build to do the first storey or even both but married with pre-fab flooring/upper walls and roof so the whole thing can be erected within, say, a 3 to 4 day fine weather window. Not everyone likes brick veneer. I like double brick on slab. Maybe the price differential can be reduced.
