Structural grout is about 3 times the price of concrete, so it would be far cheaper and probably quicker to just use it around the edges where the first row is set. Only needs to be a couple of inches thick with laser levelled form work.
Of course, if the slab was correctly levelled in the first place it is all a moot point.
