    Liebherr is a volume manufacturer, they will probably need a certain amount of hadrians to produce every year to make it profitable for them. And i doubt fbr can rollout waas so fast as liebherr want to produce. So i guess at least at the beginning fbr will have to sell hadrians to reach an agreement with liebherr.
