Because they would have sold out already. Because the tech is finished now. Because they have a plan for WAAS. If they didn't have a plan for WAAS, and they just wanted to sell the truck, they would have sold out by now. Because if they just wanted money out of their director shares they would have sold to CAT in 2016 and sat on the beach.
