My assumption would be that they have included the cost in that category - I absolutely agree they're different but it doesn't appear they've been reported as so. I just had a look over the report again and I'm not sure there's a more suitable category listed. Accounting isn't my specialty so happy to be proven wrong but that's my read on it.
