I suspect that may have something to do with it, new demand balanced with their existing customer orders. although they probably are able to ramp up pretty quickly when they'll need to, especially if they contract manufacturing out to other block producers.
lucikly hx can lay clay blocks as well if the supply chain gets chocked up with more hadrians on the road than expected. A good problem.
